What is Relay Conference Captioning?

Relay Conference Captioning (RCC) is a free service available for Deaf and Hard of Hearing residents of South Dakota. The service allows these individuals to participate in remote meetings, phone calls, videoconferences and multi-party teleconference calls. ​RCC uses the same high-quality captioners that provide closed captioning for live television, news, sports and weather to deliver live, real-time text streamed to an Internet-connected computer, mobile device or tablet anywhere in the world.

Participation Options:

  • RCC PARTICIPANT PREFERS TO SPEAK FOR THEMSELVES: If you prefer to speak directly into the conference call, please join the audio conference bridge provided for all participants using your computer, tablet or mobile device.
  • RCC PARTICIPANT PREFERS TO TYPE: If you prefer to type your response, the captioner will voice your comments into the call. A text entry window "Message to Captioner" allows you to type to your captioner. Your comments/questions will be spoken on your behalf by the captioner at the earliest break in the discussion or otherwise where appropriate. As the captioner is speaking on your behalf, you will see your original text to the captioner added to the real-time streaming display.

RCC Participant Prefers to Speak:

  1. Captioner joins audio conference bridge, listens and transcribes conference call.

  2. Deaf/hard of hearing RCC participant reads the conference call captioning using a computer, tablet or mobile device.

  3. The RCC participant speaks directly to conference call participants through the conference bridge.

RCC Participant Prefers to Type:

RCC Typing Participant

  1. Captioner joins audio conference bridge, listens and transcribes conference call.

  2. Deaf/hard of hearing RCC participant reads the conference call captioning using a computer, tablet or mobile device.

  3. The RCC participant types their responses and sends via “Message to Captioner”.

  4. Captioner reads aloud the RCC participant’s responses to conference call participants.

Mobile RCC

Why stay cooped up in the office? Meetings and conferences on the go are no problem, thanks to the freedom of Mobile RCC. This service provides secure real-time text of your conference call to your smartphone or tablet.  

NOTE: The “Message to Captioner” mobile feature does not make use of SMS, MMS or other messaging services managed by your wireless provider.  However, wireless data rates may apply. Mobile RCC users who wish to speak for themselves will need two devices, one for a voice connection and one for a data connection.


Get the Most Out of RCC

Use these tips for optimizing your RCC experience.

  • At least 48 hours before your meeting, provide any presentation materials and/or associated information (such as participants’ names, industry acronyms, PowerPoint slides and any key terms) by responding to your confirmation email. This will help your captioner accurately support all communication efforts during your event.
  • When the meeting begins, ask that each speaker identify his or her name prior to the discussion so your captions will accurately display who is speaking during the meeting.
  • During the meeting, ask speakers to clearly enunciate and speak into the telephone or microphone. Remind them to take turns speaking (one person at a time) so that the captioner is able to capture everything that is being said.
  • Ensure that all non-speaking participants have their phones on mute. This will reduce background noise such as paper shuffling, moving of the speakerphone, rustling of snacks, etc.
  • In Q&A sessions, ask speakers to repeat questions from participants prior to answering the questions.
  • Ensure that any video or presentation is played near enough to the telephone or microphone that the captioner can hear the audio.
  • Font size, font style, font color and background of the event captions may be changed (Settings Tab) to meet your visual needs.

8:00am to 8:00pm (local time zone)

8:00am to 2:00pm (local time zone)

Please schedule at least 48 hours (2 working days) in advance to guarantee service. 

Cancellations must be submitted 24 hours in advance of your scheduled meeting.

RCC Technical Support

Service is limited to the functions of Relay Conference Captioning and cannot assist with issues related to your computer, Internet connection, conference calling provider, etc.
